The newly proposed Kerala Common Pool Librarian Act

The subject committee of MLA's of Kerala Legislative Assembly proposed to amend the present set up of posts in various positions of librarians in Kerala Govt. The proposed Act restricts the fourth grade as the Entry Cadre and appointments to all other grades will be only through promotion based on seniority in service. The basic qualification for the post will be certificate course in LIS.

The newly proposed amendments to common pool librarian service undoubtedly backfire the evolving library setup of Kerala. Especially in the dawn of digital libraries and electronic information this amendment shall hinder the library sector as a whole.

So it is our responsibility to make a move against this, and the only way in front of us is to raise an objection and built up a collective con sense in our favour among the legislators. So the first thing we should do is to make a M.L.A aware of the fallacies in the amendment and make him/her to raise an objection in the forth coming assembly meeting. So, if u have any contact with any M.L.A with a potential to analyze and take up this matter, kindly let us know..

    why govt think that Post graduates in library science are not capable than cetificate holders?

    Now the qualification for the Librarian Grade IV is CLIS or BLISc.(please check the recent notification of the PSC in connection with the post of Librarian Grade IV.) In the present list of Librarian Grade IV, all most all the candidates are with minimum qualification of BLISc.
    In Common pool librarians service, classification of the librarians is according to the size of the library.
    Why can't you demand, the qualification should be minimum BLISC for the entry cadre of Librarian Grade IV?. For example, recently qualification for LDC is raised to +2.
    In Government service, the promotion is started from the entry cadre only. Is it genuine to post others above them. Please note that only 20 posts are available in the Librarian Grade III in common pool service. Why can't you demand to post librarians in higher secondary schools immediately, which may be above thousands of posts.

    I DONT think it will be problem for blisc ...because the qualitification for libgrad 4 is clisc or blisc or mlisc ...i know several peoples who have only sslc and clisc cetificate...let them give a chance to apply for the post..it will not be a problem for the blisc degree holders since u have the advantage of studying more than clisc..
